Deciding primary school for Joel

Joel will be attending primary school next year. So this July we will have to register him for the school. Now, I am in a dilemma.
There are 02 schools near our house. One is a good school (Pei Hwa) for which it is difficult to get in but we kinda stand a chance because our place is within 1km from the school. When balloting (balloting is require when the number of applications for the school exceed the number of places available) we are the first group to ballot.
The other school is an average school ( Bukit Timah Primary) of which I was an ex-student. Since i studied there, we can register earlier and the chances of Joel getting in to this school is rather high.
Dilemma is, if i give up the chance to register early for the average school and opt to take the risk of balloting to get into the better school, in the event, the balloting result is negative, that is, Joel can't get a place there and by then the average school placement also full, then, oh dear, Joel will be posted to a school further away....
We have been saying a prayer to God to "englighten" us what should we do, that is Pei Hwa or Bukit Timah. Last night, after the prayer, Joel asked "Mummy, what about Nan Hua, can i go there?" I asked him why, he said most of his friends going there. I told him that is another school that is even harder to get in.
Choices to make.... God, please hear our prayer!
